Why Work Design is Not Harm Prevention or Legal Compliance

Despite persistent assertions from organisational psychologists, Work Design is not harm prevention and does not satisfy legal compliance for psychosocial risk management. Prosecutions and investigations have consistently cited culture — not work design or ISO 45003 — as the locus of deficiency. The article, written from the dual vantage point of a PhD in Organisational Psychology and professional H&S Risk Management qualifications, explains why Work Design is a valuable but insufficient subset of compliance, analogous to treating a headache caused by an axe with Panadol rather than removing the axe. True harm prevention requires operating at the level of organisational culture risk management, which demands H&S and risk management expertise beyond the scope of organisational psychology alone.
